Presumption of rights to CSS
Figures released last year showed that the uptake of CSS was only 44% of people eligible for it.
To address this, the Social Security Finance Bill 2024 proposes a simplified distribution of CSS for most beneficiaries:
Adult Handicap Assignment (AAH)
Inactive Allocation Subsidy (ASI)
Specific Solidarity Allocation (ASS)
Contract Term Assignment (ACEJ)
“Subject to meeting certain criteria, these groups will now benefit from presumptive eligibility for the CSS through funding,” the bill states.
Implemented over the next two years
Individuals will automatically receive a letter offering to qualify for the scheme.

The reforms are expected to be approved by the end of the year and will be implemented gradually starting with ASI recipients in 2024.
