Nursing law: the challenge of implementation…

The national office of the French Nursing College (CIF) was received by Jordan Challier, special advisor to the Minister of Health Stéphanie Rist to discuss the conditions for the operational implementation of the nursing law. Report from Thierry Amouroux, spokesperson for the National Union of Nursing Professionals

A law can transform a health system. Provided that it is actually applied. A year ago, Parliament unanimously adopted the law on the nursing profession. Since then, several major texts have been published (see our article). This is an important step forward. But the hardest part begins now: bringing this reform to life on the ground.

The CIF recalled several priorities:
🔹 Work quickly on the decree implementing article 6, essential to launch the experiment with direct access to nurses provided for by law.

🔹 Support health establishments with an instruction or a circular in order to facilitate the deployment of nursing consultations and to avoid different interpretations depending on the territory.

🔹 Intervene to modernize digital tools. Nursing prescriptions must be integrated into business software, so that they can be used simply and safely. Likewise, “My health space” should allow each citizen to identify their referent nurse, just as they can today designate their corresponding pharmacist.

🔹 Finally give prevention its proper place. Nurses work with millions of French people every day. They must be able to fully exercise their population role in prevention, screening, health education and health promotion.
🔹 Greater involvement of field professionals in training reform. The teams who welcome students, organize internships and support new graduates know the realities of care. Their expertise must further inform decisions.

This meeting confirmed a common desire to continue the dialogue. The CIF is made up of organizations representative of the 5 diplomas of the nursing profession (IDE, IADE, IBODE, IPDE, IPA). The CIF will continue to make concrete proposals, with a simple conviction: a reform is not judged by the number of texts published, but by the benefits it brings to patients, professionals and our health system.

Because transforming texts into realities on the ground is now the real challenge.

Les missions du CIF
- Mutualiser les compétences, l’expertise de ses membres dans le but d’améliorer la qualité et la sécurité des soins, et de répondre aux besoins en santé de la population.
- Contribuer à la promotion de la recherche en sciences infirmières ;
