Citizen recommendations to combat health misinformation

At the end of the citizen meetings of the Digital Health Delegation (DNS), twenty-six citizens gathered around the question “How to act in the face of health misinformation? » produced 19 concrete recommendations. They call on public authorities to promote good information and make it easily accessible, to raise French awareness of health information topics, including mental health, and to develop the regulatory framework relating to misinformation.

Involving citizens in the construction of digital health: this is the promise always renewed by the Digital Health Delegation (DNS).

As part of the national strategy to combat health misinformation, the DNS chose this year to submit the topic of health misinformation to the Citizens’ Committee. After three weekends of intensive work since December 2025, 26 citizens submitted their opinions during the Citizen Conference.

Co-construction at the heart of public action

Since 2019, the Digital Health Delegation (DNS) has given users a voice to build a digital system that resembles us, as close as possible to our concerns. Digital technology now irrigates every aspect of our lives, of our care pathways, making user involvement not only desirable, but essential. For three weekends, 26 citizens from the four corners of France took on a mission: to answer together a fundamental question for the future of our health.

An opinion to inform the national strategy

This year, the Committee is trying to respond to a major issue: health misinformation. Citizens were invited to define the role and principles of action that public authorities must adopt.

Ms. Stéphanie Rist, Minister of Health, Families, Autonomy and People with Disabilities, declared in her introductory message to the Citizen Conference: “Protecting health information today means, just like access to care, protecting the health of the French. »

The opinion delivered by the Committee explores concrete avenues to transform our way of informing, raising awareness and regulating the digital space. This document constitutes a major basis for reflection and makes it possible to adjust the actions already undertaken and to anticipate the future support needs of users and health professionals.

Three axes emerge:

–Strengthen information and communication by:

  • responsive and innovative communication
  • coordination of health information stakeholders
  • adaptation of channels and media to audiences

–Develop awareness and training through:

  • training and awareness of professionals
  • education and prevention among young people

-Consolidate the legal framework by:

  • the regulation of digital platforms
  • supervision of unconventional practices
