Inspection of the child psychiatry units of the Vallée Foundation: publication of the report

Inspection of the child psychiatry units of the Vallée Foundation: publication of the report

Nearly three months after the emergency closure of the four comprehensive child psychiatry hospitalization units at the Fondation Vallée (Val-de-Marne), the Regional Health Agency (ARS), at the origin of this decision, is making its inspection report public. He points to an appeal “frequent and regular” to the isolation of children, “trivialization” restrictive measures, hospitalization conditions “violating the rights of minor patients and their families”a piloting “insufficient”of the “structural dysfunctions”. Communiqué.

This inspection, conducted on November 17 and 18, 2025 by the services of the Regional Health Autonomy Inspection Directorate (DIRAS) of the ARS Île-de-France, followed consistent reports relating to the conditions of care for children and adolescents hospitalized within these units, and led the general management of the ARS to urgently suspend their activities on March 6.

As early as October 2025, the Director General of ARS Île‑de‑France gave notice to the establishment to immediately stop the non-compliant practices that had been reported and ordered an unannounced inspection in the following weeks in order to verify their effective cessation.

The inspection report highlights significant dysfunctions within these units which corroborate the reports sent to the ARS, in particular:

  • regular use of isolation practices that do not comply with the legal framework applicable to minors;
  • major inadequacies in terms of traceability and medical prescription;
  • hospitalization conditions that undermine the fundamental rights of children and the participation of their families;
  • organizational and management weaknesses within them affecting the quality and safety of care.

Given the seriousness of the inspection findings, the ARS Île‑de‑France maintains its decision to suspend activity in order to guarantee the quality of care, the safety and the rights of the children concerned.

The publication of the final inspection report is part of a process of transparency, after the implementation of these measures, and in compliance with the legal rules governing the communication of administrative documents.

Fully mobilized alongside the families, the Paul Guiraud establishment – ​​Fondation Vallée, and the ARS Île-de-France, ensured, in anticipation of the cessation of activity, that suitable solutions were proposed in order to ensure the continuity of care for the 15 children and adolescents who were hospitalized in these units.

The ARS Île‑de‑France also ensures the reconstruction of a child psychiatry offer within the Vallée Foundation, in compliance with patients’ rights and regulatory requirements, placing the most recent recommendations for good professional practices at the heart of the care and adapted to the needs of the territory. With this in mind, the suspension must give management the time necessary to integrate these issues more deeply into the practices and organization of the establishment’s comprehensive hospitalization offer.
