Recommendations for the deployment of APNs in Psychiatry in Hauts-de-France

Recommendations for the deployment of APNs in Psychiatry in Hauts-de-France

The Hauts-de-France Regional Health Agency is formulating 11 proposals to support future Nurses in advanced practice in psychiatry and mental health (IPA-PSM) as well as establishments and territories wishing to hire a candidate in training. It also provides practical information to remove identified obstacles (organizational, regulatory and cultural).

This document, published by ARS Hauts-de-France in February 2026, defines a strategic framework to promote the deployment and integration of Advanced Practice Nurses in Psychiatry and Mental Health (IPA PSM) in the region. Faced with the challenges of medical demographics and access to care, it details the university training courses (Lille and Amiens) as well as the financial support schemes available for employees and self-employed people.

The report also presents 11 key recommendations to remove organizational and cultural obstacles: it emphasizes in particular the co-construction of professional projects with institutions, the need to guarantee direct access for users to IPAs, and the importance of attractive statutory and salary recognition, including the systematic recovery of seniority. The final objective: to ensure optimal coordination of these new professionals within the healthcare system to strengthen the quality of overall patient care.

Les 11 préconisations extraites du document de l'ARS Hauts-de-France :

Préconisation n°1 : Se renseigner sur les aides financières disponibles, notamment auprès de l'Agence régionale de santé (et de la Caisse primaire d'assurance maladie pour les libéraux).
Préconisation n°2 : Afin d'optimiser les chances de sélection du candidat, rendre visible l'engagement de l'institution et/ou du territoire aux côtés du futur IPA dans l'élaboration du projet déposé à la faculté. Préconisation n°3 : En sus du temps à libérer pour les enseignements, pour les professionnels salariés, prévoir des plages dédiées au nécessaire travail personnel du candidat.
Préconisation n°4 : Le poste d'IPA PSM en établissement mérite d'être réfléchi dans un projet global de réorganisation de l'offre de soins.
Préconisation n°5 : Au retour de formation, rester fidèle au projet dans lequel l'IPA PSM et les équipes se sont engagés pour conserver la motivation de chacun.
Préconisation n°6 : Fonder le calcul de la durée d'engagement de servir sur la durée de formation effective (théorie et pratique).
Préconisation n°7 : Ne pas entraver les missions des IPA PSM par la rédaction de protocoles de collaboration.
Préconisation n°8 : Garantir aux usagers l'accès direct aux IPA PSM, qu'ils exercent en établissement sanitaire ou médico-social, ou qu'ils exercent en libéral au sein de structure d'exercice coordonné ou en assistance d'un médecin spécialisé.
Préconisation n°9 : Adapter le niveau d'encadrement et d'évaluation au projet professionnel de l'IPA PSM.
Préconisation n°10 : Reprendre l'ancienneté en tant qu'infirmier sur la grille des auxiliaires en pratique avancée de la fonction publique hospitalière.
Préconisation n°11 : Valoriser l'IPA PSM en mobilisant les primes auxquelles il est potentiellement éligible.
